Target Group

This course is targeted to social workers, early help and family support workers,
health professionals, housing officers, designated and organisational safeguarding
leads and volunteers with safeguarding responsibilities. It also applies to supervisors,
managers and others involved in case management decisions.
Group Level 3 (predominately working with children) as set out in the LSCP and
SSAB Safeguarding Competency framework. NHS Inter-Collegiate Standards 3 and
above for health professionals.

Aim

The aim of this session is to achieve consistency in the application of thresholds for
referral and assessments. This will be achieved by examining the levels of needs,
indicators of concern and pathways for support for children and families in Sutton. It
covers:

  • The criteria for undertaking an early help assessment and the type and level of
    early help services to be provided;
  • The criteria, including the level of need, for making decisions about whether
    the threshold for statutory interventions has been met and what type of
    services should be provided;
  • The concept of contextual safeguarding and risk factors relating to extra-
    familial harm;
  • Adolescent referral and assessment pathways;
  • Children with disabilities thresholds and pathways.

Learning Objectives

At the end of this session, participants will have:

  • An improved understanding about how the changes to the multi-agency
    threshold guidance relate to their professional role;
  • An increased understanding about how to interpret indicators of concerns and
    apply needs levels consistently;
  • Increased knowledge about the new assessment framework triangles (school,
    neighbourhoods, and peer assessments)
  • An improved understanding about referral and assessment pathways for
    support in Sutton
